What moves a Portland number up or down

Four things account for most of the spread between a low and high estimate on the same room. Structural change is the biggest: moving a load-bearing wall pulls in an engineer, a revised permit set and framing crew time, and it routinely adds $12,000 to $30,000 before a single finish is chosen. Mechanical relocation is second. Moving a sink, a toilet or a gas line means opening floors and re-running supply and waste, which is straightforward in a daylight basement and expensive on a slab.

Fourth is the age and condition of what we open up.
